In 1994, the U.S. Department of Housing and Urban Development ("HUD") designated 23 contiguous census tracts within the City of Atlanta, representing 30 intown neighborhoods with high poverty rates, as a Round I Empowerment Zone ("EZ") area. In addition, the City also designated an additional 24 census tracts, representing 39 neighborhoods with high poverty rates, located east, south and west of the EZ area as "Linkage Communities". These neighborhoods, while they exhibited similar socio-economic conditions, due to geographic size, population limitations and non-contiguous locations, were ineligible for inclusion in the Empowerment Zone. In keeping with the requirements of this EZ designation, the City submitted a comprehensive, detailed Strategic Plan to revitalize these neighborhoods using four categories:

Providing Adequate Housing For All
